For nearly a decade, the Normal Public Library and Town of Normal, Illinois, wrestled with a complex civic challenge: replacing a deeply valued community library when a brand-new building was financially out of reach. The solution, ultimately, was not to leave, but to look more closely at what already existed. Studio GC approached the challenge with an emphasis on listening first, grounding design decisions in both technical realities and community values. 

The Normal Public Library had served generations of residents from its longstanding location, first in a 1973 building and later expanded with a 1993 addition. Over time, however, the facility struggled to keep pace with modern expectations for accessibility, technology, and flexible programming. Early conversations focused on replacing the library altogether. Extensive site analysis and new building exploration took place over eight years. Yet funding constraints persisted, and community sentiment remained clear: The existing site mattered. 

That realization became the turning point. For Studio GC, the shift aligned with a core belief that strong civic architecture emerges from careful stewardship and community engagement. The project team, working closely with library leadership, asked, “What could this library become if we fully reimagined it from the inside out?” 
From Replacement to Reinvention 

The decision to refocus on the existing building reframed the project’s goals. Rather than a large capital investment, the effort became one of strategic transformation, maximizing what was already there while addressing long-standing limitations. 

The library presented a unique challenge: two distinct halves, built 20 years apart. Unifying the original 1973 structure and the 25,700 square foot 1993 addition into a coherent, modern library required careful planning, technical diligence, and a clear understanding of priorities. 

One of the primary hurdles was the presence of hazardous materials in the original fireproofing. Asbestos abatement was essential before the library could undergo crucial network, security, and lighting upgrades, among others. Studio GC worked to address these conditions early – not just for compliance, but for the long-term health of staff and patrons. This work, while largely invisible in the final product, laid the groundwork for everything that followed. 
Designing Within Constraints 

With costs under close scrutiny, Studio GC led a disciplined design and documentation process that gave the Town meaningful control throughout bidding. All work within the 1973 building was included as a base bid, while improvements to the 1993 addition were structured as alternate bids. This approach gave the Library and Town flexibility while preserving the integrity of the overall design vision. 

The design process was driven by efficiency. By carefully analyzing how space was being used (and underused), the team identified opportunities to reallocate square footage without increasing the building’s footprint. A new, welcoming staff service point was engineered. A new maker space was created. A new business and self-service center was established, providing patrons with access to computers, printing, and digital tools. Library-wide social seating was reimagined, along with the teen area and the children’s discovery room. 

Despite a difficult bidding environment, diligent coordination and thoughtful detailing resulted not in a compromise but a comprehensive transformation. 
A Library for How People Live Now 

As public libraries evolve, access to technology has become essential infrastructure. Studio GC’s planning focused on integrating technology to support both current needs and future change. 

Improving accessibility was also a major goal, as the original building predated many current accessibility standards. Studio GC did not treat accessibility as a checklist item, instead considering it a principle that shaped the design. 

Clear, intuitive paths of travel now connect all major public areas. Service points were redesigned. Seating and furnishings throughout the library accommodate a wide range of users and abilities. These improvements were fundamental design drivers, ensuring that every patron can navigate and enjoy the library with dignity and ease. 
Spaces That Invite Connection 

Equally transformative are the library’s social and programmatic spaces. The renovation reimagined how different age groups experience the library, creating environments that feel both welcoming and purposeful. 

Social seating areas encourage informal gathering and quiet conversation, reinforcing the library’s role as a community living room. The teen area was redesigned to feel distinct yet connected, offering young adults a sense of ownership and belonging. For younger patrons, the children’s discovery room introduces a playful, engaging environment that supports early learning and curiosity. 

Importantly, these spaces are not isolated features. They are woven into a cohesive whole, supported by consistent materials, lighting, and wayfinding that unify the building’s two eras into a single, contemporary identity. 
A Transformative Outcome 

The project’s success lies in its comprehensive scope. All existing areas of the library were updated with refreshed finishes, improved systems, and refined layouts. This all-encompassing approach ensured that no part of the library felt left behind or out of sync with the rest of the building. 

Today, the Normal Public Library stands as proof that meaningful civic transformation does not always require new construction. For Studio GC, the project reflects an approach to civic work centered on thoughtful reuse, long-term value, and public stewardship. By staying rooted in its original location, the library preserved its connection to the community while gaining the flexibility, accessibility, and relevance demanded by contemporary use. 

Through careful analysis, collaborative decision-making, and disciplined design, the project achieved more than an upgraded facility. It delivered a renewed public asset that reflects how libraries serve their communities today.
